George Tihin is a healthcare and legal professional, licensed to practice law in California, with a multidisciplinary background spanning managed care, public service, and complex regulatory environments. As Director of Enhanced Care Management, he leads the development and implementation of person-centered care coordination programs serving individuals with complex behavioral, medical, and social needs.
George began his career in managed care with a New York-based Medicaid health plan, where he worked on community outreach, member engagement, and compliance initiatives. In this role, he supported outreach campaigns, contributed to regulatory projects, and helped improve early systems for connecting underserved populations with care.
He earned his bachelor’s degree from Cornell University and his Juris Doctor from the University of Utah S.J. Quinney College of Law. During law school, George focused on public service and access to justice, contributing to work with the Innocence Project and supporting local government agencies in Salt Lake County.
In California, George has practiced in the private sector handling insurance litigation and intellectual property matters, developing a strong foundation in compliance, risk management, and complex dispute resolution. He has also played an active role in the growth and operations of a community-based mental health organization, helping navigate regulatory frameworks and expand service delivery.
George brings a systems-oriented approach to Enhanced Care Management, emphasizing cross-sector collaboration, equitable access to care, and the integration of healthcare with social services and community-based resources. His work is grounded in a commitment to improving outcomes for underserved populations and strengthening the infrastructure that supports whole-person care.
